KSeF 2026: whether and when you must issue invoices in KSeF

Three answers are enough: the test shows when you issue invoices in KSeF, whether you can still use the limit and when penalties apply. Below are the XML invoice reader and the other tools.

Since 1 February 2026 every business in Poland has received invoices from other businesses through the National e-Invoicing System, KSeF. You must issue invoices in KSeF from 1 February 2026 if your sales in 2024, including VAT, exceeded PLN 200,000,000, and otherwise from 1 April 2026. Relief applies until 31 December 2026: if your business invoices stay within PLN 10,000 gross a month, you may issue them outside the system, and you lose that right from the invoice that crosses the threshold. During the same period cash-register invoices stay outside KSeF. Invoices to consumers need not go to the system, and a business with no seat or fixed establishment in Poland has no obligation. The invoice is an XML file in the FA (3) structure with a KSeF number; the day the number is assigned is the day the invoice is received. Penalties under Article 106ni, up to 100 percent of the invoice VAT, apply under the law from 1 January 2027, and government bill no. 3245 moves them to 1 January 2028.

Tools for invoices in KSeF

How the tools calculate · Who runs this site

Five questions a small business asks

Does KSeF apply to me? Yes, if you are established in Poland and invoice other businesses. The only exclusions are sellers with no seat or fixed establishment in Poland, sales to consumers only and a few special schemes, set out under the scope of the obligation.

From when? Receiving since 1 February 2026, issuing from 1 February 2026 or 1 April 2026, and for everyone without exception from 1 January 2027. The full calendar also shows the number in transfers and penalties.

Can I still invoice on paper? Only until the end of 2026 and only up to PLN 10,000 gross a month. The limit counter shows which invoice crosses the threshold.

How do I open an invoice from KSeF? Load the downloaded XML file into the invoice reader. You see an ordinary invoice with a totals check and can print it to PDF.

What if the system is down? You issue in offline mode and send later. The deadline depends on the mode and on holidays: an invoice of 23 December 2026 must reach KSeF by 28 December 2026. Work it out with the offline mode calculator.

Every answer rests on the VAT Act as worded by the Act of 5 August 2025, the regulation on using KSeF and the Finance Ministry’s publications.

KSeF step by step

What KSeF is and how an invoice passes through it

The National e-Invoicing System is the Finance Ministry platform through which invoices between businesses pass. The seller sends the system an XML file in the FA (3) structure. The system checks it, assigns a 35-character KSeF number and makes the invoice available to the buyer. A buyer with a Polish tax ID downloads it directly or through software or an accountant.

Under Article 106na(3) of the VAT Act the invoice is received on the day the number is assigned. Consumers and foreign businesses get it in an agreed way, with a QR code that lets anyone check it in the system without logging in. More on the what KSeF is page, and on the number in the number validator.

Dates and the transition until the end of 2026

The obligation came in stages. The largest businesses, with 2024 sales above PLN 200,000,000 gross, have issued in KSeF since 1 February 2026 (Article 145l). The rest since 1 April 2026, though until 31 December 2026 they may issue outside the system as long as business invoices in a month stay within PLN 10,000 (Article 145m). In the same period cash registers may print invoices, and receipts with a tax ID up to PLN 450 serve as simplified invoices (Article 145n).

The ministry explains the limit in its questions and answers: the gross value and the month of the issue date count, and once crossed the right to invoice outside KSeF does not return. From 1 January 2027 the KSeF number must appear in transfers between active VAT payers (Article 108g). Details for the smallest businesses are on the KSeF for small businesses page.

The XML invoice in the FA(3) structure

An invoice in KSeF is an XML file following the FA (3) template, which since 1 February 2026 has been the only accepted structure. It has fixed blocks: Podmiot1 is the seller, Podmiot2 the buyer, and the Fa section holds dates, line items, totals in the P_13 and P_14 fields for each rate and the amount due in P_15. The ministry publishes the field description on its FA(3) structure page.

Without software such a file is hard to read, so the invoice reader turns it into an ordinary layout, recomputes the totals from the lines and prints to PDF. How to compute the total fields when issuing is explained on the FA(3) e-invoice page. The original remains the XML, kept in the system for 10 years.

Offline mode, failures and QR codes

The Act provides four special modes. You choose offline24 under Article 106nda for any reason and send the invoice no later than the next working day. During an unavailability announced in the Bulletin the deadline is the next working day after it ends, during a failure 7 working days after it ends, and during a total failure announced in the media invoices are not sent at all. Working days exclude weekends and holidays, including Christmas Eve, a day off since 2025 under the Public Holidays Act.

An invoice handed to the buyer outside the system carries a QR code: one with the KSeF number, or two for an offline invoice, labelled OFFLINE and CERTIFICATE. Read or build the link from the code with the QR code tool, following the ministry page on verification codes.

Penalties: what the law says and what the bill says

Article 106ni provides a penalty for an invoice issued outside KSeF despite the obligation, for an offline invoice not following the template and for late sending: up to 100 percent of the invoice VAT, or up to 18.7 percent of the gross amount when the invoice has no VAT. For an invoice of PLN 12,300 with PLN 2,300 VAT the ceiling is PLN 2,300.00. The law applies penalties from 1 January 2027.

On 20 October 2026 the Council of Ministers adopted a bill moving this to 1 January 2028, described in the ministry notice; it is Sejm print no. 3245, not yet law. The KSeF penalties calculator shows both dates.

Login, permissions and the test environment

You log in to KSeF with the trusted profile, an e-ID card, a qualified signature, the company’s e-seal or a KSeF certificate, and software uses a token or certificate. Certificates have been available since 1 November 2025, and old KSeF 1.0 tokens work until 31 December 2026. A company without an e-seal files a ZAW-FA notification. Details are on the token and permissions page.

Before issuing your first real invoice you can practise in the test or demo environment, where invoices have no legal effect. The changes from the previous system version are covered on the KSeF 2.0 page.

Common questions

Are invoice files uploaded to this site’s server?

No. The invoice reader, the QR code tool and the number validator run entirely in your browser. The XML file never leaves your computer, and the site has no database to store it in. The tools keep working even after you disconnect from the internet, once the page has loaded.

Is this site a Polish Finance Ministry service?

No. These are independent tools prepared by Radif Partners from the VAT Act, the regulations and the ministry’s publications, with a link to every source. The site gives no access to KSeF and never asks for login details. You log in to the system only on Finance Ministry sites.

What must I do in KSeF if I am just starting a business?

From day one you receive supplier invoices through the system and issue business invoices in KSeF. A new business had no sales in 2024, so it is not among the largest taxpayers. Until 31 December 2026 it may, however, use the PLN 10,000 monthly limit like any small taxpayer.

Do I have to buy software to issue invoices in KSeF?

No. The ministry provides the free KSeF Taxpayer Application in the browser, which is enough for a small number of invoices. Invoicing software helps at larger scale, because it sends invoices automatically and downloads purchase invoices. This site recommends no software and has no agreements with vendors.

When does an invoice sent to KSeF count as received by the buyer?

From the day the system assigns its KSeF number, under Article 106na(3) of the VAT Act. It does not matter when the buyer opens the invoice or receives an email. For an offline invoice the number appears only after sending, so the day of receipt can be later than the issue date.

How often do KSeF rules change, and how do I know the data is current?

KSeF dates have been moved several times, so every date on this site has a source and a reading date, and all of them come from a single parameter file. Laws and notices were last checked on 25 October 2026. When the bill postponing penalties is passed, we will update the calculators and describe the change.

Are corrective and advance invoices also issued in KSeF?

Yes. The FA(3) structure covers basic, corrective, advance, settlement and simplified invoices, so each of them passes through the system under the same rules. A corrective invoice states the KSeF number of the invoice it corrects. Correction notes issued by the buyer disappeared in February 2026: only the seller can fix an error.

Can a KSeF invoice be issued in euros or another currency?

Yes. The FA(3) structure has a currency field, and line amounts and totals may be given in a foreign currency. The tax amount must still also be shown in zloty, converted under the VAT Act rules. The reader on this site shows the invoice currency and the VAT amounts in zloty when the file contains them.
